The Institute for Renewable Energy (EC BREC IEO) offers the evaluation of the document entitled ‘Project of planning premises for heat, electricity and gas fuels provision’ to the entities of territorial governments according to the article of the 19 statute of Energy Law. The proposal is directed to commune governments, commune and administrative district associations to which we would like to offer evaluation of district eco-energy strategies, on the basis of district planning and taking into consideration the district governmental competences. During energy planning we use our long term experience gained while realization of the European Union projects (5 and 6 Framework Program of Research and Development), as well as our long term co-operation with the commune and district governments, province governments and investors. A structure of the standard document entitled ‘Project of planning premises for heat, electricity and gas fuels provision’ is presented below: In order to carry the above mentioned analysis, it is needed to make a stock-taking of industrial heat sources in the commune and the possibilities of obtaining waste energy from industrial processes.
The chapter presents the evaluation of available renewable energy sources of biomass for electricity (solid biofuels, liquid and gas, including biogas), solar radiation, evaluation of wind conditions together with indication of the potential locations for wind turbines installation, as well as the possibilities for using geothermal and water supplies. The evaluation is done on the basis of spatial analysis including the so-called „disconnection areas”, where the activities aiming at realization or obtaining of fuels are not recommended due to ecological, economic or social conditioning.
The chapter is an evaluation of economic results of solutions introduction which enable obtaining energy from renewable sources in public buildings or local boiler rooms. It also defines the possibilities for assurance of energy supply continuity, generated on the basis of renewable sources.
The analysis of co-operation with the neighbouring communes includes the possibilities to obtain renewable energy sources from the neighbouring terrains and common investments in the area of power engineering infrastructure of a above-commune character. Methodology of integrated usage of resources, that is used by the Institute, together with the usage of spatial information systems enables the effective modernization of power engineering plans simultaneously in the neighbouring communes, especially on the district/neighbouring districts level.
The chapter includes the description of possible investment actions, resulting from the chosen variants of power engineering infrastructure development, planned aiming at racionalization of power engineering economy.
The chapter includes the review of funding possibilities of the chosen investments within the Regional Operating Program, Infrastructure and Environment Operating Program and other national and foreign funding sources.
Except for carrying actions concerning power engineering planning, aiming at realization of responsibilities resulting from energy Law, the Institute also carries out programs connected with using the renewable energy sources for districts and regions as well as the system analysis connected with regional power engineering economy and the promotion of outside investments in the region. As far as the promotion of environmentally balanced local and regional power engineering economy is concerned, the Institute closely co-operates with the Association of Polish Counties, Society of Power Engineering Economy and it represents the national territory governments at the ManagEnergy Reflection Group upon the European Committee.
