EC BREC Institute for Renewable Energy made a proposal to the councils and enterprises. The proposal concerned the attendance within the elaboration of the financial asembly structure of the investment undertaking as well as preparation of applying forms concerning the grants in the easiest possible and the fastest procedure recently. It also concerned the preferential credit offered by national institutions financing the investments of renewable energy. The financial assembly of an undertaking is a combination of different forms of financial support- grants and preferential credits – offered by the financing institutions in order to reach the optimal economic effect.

The offer concerning the elaboration of financial assembly structure includes the following elements:

• A studio visit, in the place of the planned investment, connected with obtaining the indispensable data.
• Preparation of an initial study of the undertaking feasibility- takin into consideration the following aspects:
  • analysis of the current state of supply in fuels/energy/ hot water, including the analysis of the costs spent on energy
  • description of the possible variants of the technical investment optimization, dependent on technical conditions and financial abilities of the ordering person
  • presentation of the data concerning the costs of the proposed technology and devices as well as their deliverers
  • economical analysis of the particular variants of the investment realization
  • schedule of works connected with the investment realization.
• The proposal of the undertaking’s financial assembly including the financial support is offered by the following institutions:
  • Ecofund Foundation – grants within the so-called ‘fast track’ and according to general rules of funding
  • The National Fund for Environmental Protection and Water Management (preferential credits)
  • Provincial Funds for Environmental Protection and Water Management – grants and preferential credits given on different condition regarding each province.
  • Environment Protection Bank (Bank Ochrony Srodowiska) (preferential credits)
  • Bank of Social-Economical Initiatives (Inicjatyw Spoleczno-Ekonomicznych)
  • Other commercial banks

The plan of the financial investment’s assembly is the introduction to the preparation of the application forms concerning refinancing the undertaking according to the rules of a financing institution. The indispensable element of the forms preparation is a cooperation of the applying person with the Institute. The preparation of applying forms includes the following:

• Preparation of the applying form’s text according to the requirements of the financing institution (according to the existing compulsory form),
• Representation of the employer during the contacts with the financing institution or advisory services for the investor during the applying period,
• Preparation of foundations to be carried out by the mover of the auction on the delivery of devices and services
• Supporting the employer during the carried out negotiations with the financing institution concerning the contract on grant/credit.

After the positive examination of the conclusion/conclusions, the Institute offers further support concerning the stage of carrying out the auction and supervision over the investment realization as well as the help during the settlement of accounts of the grants.

Example:

Ecofund Foundation has existed since 1992, when the Minister of Finance appointed it the unit not acting in order to gain profits but aiming at financing the undertakings connected with environmental protection. The Foundation carries out annual competitions connected with the building of installations within the environmental protection and thematic programmes preceeded by a survey. In order to simplify the realization of projects of a repeatable character, the so-callef ‘fast track’ was introduced in 2004. It gives the possibility to use the particular supplementary payment to the product’s unit. The rules of applying have been simplified and the consideration of an applying form is accelerated maximally. Thanks to such a way the mover has an opportunity to use the fast and significant supplementary payment for the investment.

The Institute for Renewable Energy (EC BREC IEO) specializes in preparation of the applying forms in the following investments refinanced by the foundation:

• Installations of solar collectors– supplementary payment for the (m2) surface unit (m2) is 1000zl, however, the maximal amount of refunding is 40% of the complete investment’s costs. The minimal size of the project is 50m2.
• Wind Power Stations – maxmal amount of refunding is up to 700 000 zl/MW.
• Buses reinforced with CNG gas fuel– maxmal amount of grants for 1 mover is 5 mln zl, meanwhile for each vehicle it is 100 000zl.
• Esters of rapeseed oil- The supplementary payment is up to 200 zl/ton of esters, however, not more than 10% of the qualified costs of the installation.
